Incorporation of Blockchain Technology in Brazil’s National Identity Card Issuance
Brazil ID verification

In a major step towards ensuring robust security and transparency in identity verification processes, Brazil has initiated the use of blockchain technology for issuing its National Identity Card (Carteira de Identidade Nacional - CIN). Implemented by Serpro, this innovative approach encompasses the new version of the Shared Registry of the Federal Revenue, facilitating secure data sharing between the Federal Revenue of Brazil (RFB) and Civil Identification Bodies (OICs).

Rollout Across States

Kicking off the deployment of the blockchain-based b-Registers for CIN issuance in states like Goiás, Paraná, and Rio de Janeiro, the technology is set to span across other states over the next six weeks. A directive established that from November 6, 2023, all issuing bodies must embrace the new standards of the CIN.

The Strength of Blockchain

Emphasizing the pivotal role of blockchain in safeguarding personal data and thwarting fraudulent activities, Alexandre Amorim, president of Serpro, highlighted that applications utilizing blockchain gain from its inherent advantages.

These include data immutability, decentralization which mitigates vulnerability to cyber-attacks, and enhanced transparency, thereby bolstering user trust by enabling the tracking of all transactions and activities on the network.

Practicality and Enhanced Security for Citizens

The redesigned CIN, which began issuance in July of the previous year, incorporates novel security elements, like a secure QR Code and an automated reading zone.

Available in both physical and digital versions (via the Gov.br app), it promises a practical and secure verification method for public security forces and all public and private counters.

Notably, the adoption of the CPF as the national registration number ensures that citizens maintain a consistent number in their records, regardless of the state issuing the document.

Deadline and Integration of Services

Rogério Mascarenhas, Secretary of Digital Government, underscored the significance of adherence to deadlines established by decrees, accentuating the pivotal role of the CIN in not only combating organized crime but also in enabling integrated government function across various sectors.

This interconnectivity aims to meet citizens' needs effectively, ease access to services, and streamline administrative records, with a federal aspiration to have all Identification Bodies issuing the CIN by November.

The initiative establishes a secure and streamlined identity verification process, marrying practicality and fortified security in citizen services and documentation, thanks to blockchain's transparency and immutability.
